A "rolling chair" carries people along the boardwalk. These, and walking, are basically the only modes of transportation allowed on the boardwalk. You see occasional inline skaters, but it's a boardwalk, so not really great for skating. Bikes are allowed from 6 a.m. to 10 a.m. only. Why "rolling chairs" instead of bike taxies (like they have in S.F. along Fisherman's Wharf, for example) I don't understand; perhaps they were worried that the bike taxies would move too fast and be too dangerous. However, the boardwalk is wide enough they could paint lanes for the taxies and then traffic could move both quickly and safely. I'm guessing the real reason for the rolling chairs is just some sort of tradition.... And yes, they've been "a treasure since the 1800s."
